Not much is achieved in the field of development of law and justice through computers and information technology. Basically majority of lawyers and judges are known for their lack of scientific temperament. The reason is simple. Lack of science/ technology as their basic education.
The young lawyers are promising as most of them are familiar with use of computers. A few judges also use latest gadgets and technology. No doubt. But it is confined to the process of search of judgments and enactments only.
It is not a big issue even for a novice since most of the devices and programme/ applications are user friendly and menu driven.
As far Madurai Bench is concerned, I would say things in the positive. In fact I was instrumental in establishing the digital /e/ i- library in MMBA with lot of sophisticated technical advancements during my tenure as the librarian.
But i am much chagrined at being dissatisfied because nothing much is achieved in legal field in digitalising the law books, treatises, text books, commentaries and case laws to create a world wide legal data base. Or at least in Pan-Indian level.
Still worse is the scenario when it comes to digitalisation of legal data base in Tamil. There are not many lawyers with technical knowhow. There are not many qualified technocrats with law degree. It is a herculean task to create such a huge techno trove for legal research, documentation and data base in the absence of technocrat lawyers, much less than advocates.
When googled i could find only one such law- tech course recognised by the Bar Council of India. The University of Petroleum and Energy Science (UPES) at Dehradoon is the only institution in Asia to offer B. Tech + LLB as a six year course either with cyber laws or with Intellectual Property Right as the specialisation. But again the degree is not academic or research oriented. It is mainly meant to specialise in corporate law or cyber law practice.
It goes without saying, thus, that leading universities and law colleges, public or private, should invest more in establishing special seats/faculty so as to mould the aspiring law students to be trained as qualified technocrats with IT as the mainstream. It will pave way for creation of a complete platform to carry on research and not merely to practise law.
